[gclist] Garbage collection FAQ.

I think an FAQ is a wonderful idea.  My opinion is that it should
contain the following:

A bibliography of papers and books dealing with GC.

A section with a brief description of the major GC algorithms
(at a high level).  I would volunteer for this section.

A description of the GC methods used in selected implementations.
e.g., SML/NJ, some of the Scheme's, whatever anyone wanted to 
include, but it should be a language used by at least several people.

And I'm sure that there are many other things that could and should
go into an FAQ.
