I found this report from HP:

http://www.hpl.hp.com/techreports/Compaq-DEC/NSL-TN-12.pdf

I *think* this is the same scribe. Anyone know if this might be a better
option?

I regularly generate PDF (and HTML) documentation with internal (and
external links); both are supported in PDF files.
Yes, printing the PDF will (obviously) not have working links, but soft
copy can.

The PDF produced by CUPS has no semantics left.

One will need to hack Hardcopy to store that information when sending it
over to an LPD deamon and then somehow assemble all of that into the output
file into something usable.
