How about GNU CL? Nobody mentioned that. Is the GPL a problem?
What are the goals of our Lisp OS future copyright issue.

GNU CL nee AKCL nee KCL compiles to C. And the source code is, uh,
idiosyncratic.

I just snarfed the CMU CL source and took look at it. I had forgotten
how well-written it is. It could be a good base if we can add threads
and get it to build easily.

CMU CL is in the public domain. If copyrights concern people, we
could follow suit or use whatever licensing Linux uses.
