[Reflection] Exceptions as values paper

Even out here, there are a few resources I can use to find new material. The
Lambda the Ultimate Programming Languages weblog mentioned this interesting
paper. I can't look at it now, so if someone's willing to evaluate it who
has the functional programming experience (i.e. understands how lazy
evaluation makes debugging difficult), it'd be appreciated.
