The reference manual is web-browsable now

I've managed to set up latex2html well enough finally to produce a
web-browsable version of the reference manual at:

http://slate.tunes.org/progman/

with appropriate links from the front page. There's also an archived copy
of the files used for it that are also linked under the documentation
section.

The format is fairly rough, and I'll see about cleaning it up soon.
