Binary release issues

I am having difficulty with ECLS lately, and it will not generate working
binaries for bizarre reasons. This is the only reason that 0.1 is not on
the front page yet.

So, I am asking for some assistance in producing binaries for Linux/x86,
MacOS X, and in Windows under Cygwin or whatever other means you find to
generate working output. Who can help with this?

I've added in a NEWS file for tracking the feature updates we do. I'm also
very close to tagging and branching the current fileset as 0.1 so I can
keep working on the development of the next group of features.
