Why [ ... ] ~= ( 1 times repeat: [ ...] ) ?

Oops. I found myself about this one.
When you know the answer, the question looks dumb.

[ ConsoleOutput ; 'Hi!\n' ].
return a block that is not evaluated yet. So nothing appears.
But:
[ ConsoleOutput ; 'Hi!\n' ] value.
dislays the message.
