new Makefile would need install and uninstall targets

I looked in cvs web access, and see that in slate/Makefile version 1.15, it 
was using
install to do this slate-mode.el, but now in 1.16, there is no more install 
and uninstall
targets. I guess there should be generic platform ones, to call the ones in 
the platform
Makefile.
