new Makefile would need install and uninstall targets

Joined file is a diff file for the independant Makefile.

I was not to sure if doing a Makefile for Windows was making sense.
I know there is MSYS, for MINGW that should allowed a minimal
BASH and make, but I never used it.

So I included  strictly minimal supporting stuff for Windows, in my diff 
file.

Used cvs diff -c to make the diff file, if it is not appropiate, please say 
so.
