Are you asking how to use CVS /at all/? In that case, go to  
http://www.cvshome.org/ and there's a download page for Win32:
https://ccvs.cvshome.org/servlets/ProjectDocumentList? 
folderID=83&expandFolder=83&folderID=80

There's also an online manual to go through the commands. The  
instructions for connecting to our repository are given on the Slate  
home page under the Downloads section. If you don't want to track our  
repository, you can just use the slate-current download, which is up to  
date to the last stable point of usage (i.e. where you can download it  
and the alpha image/vm set and just run it).
