discussion: Repository

I have seen a lot of good ideas stirring around, but they are not 
settling anywhere.  What I'm going to do is post our charter, plus a few 
other sections.  I'd like for discussion to focus on revising, removing, 
or adding sections.  This way our ideas will come together into one 
document, and not remain scattered.  I will maintain the document.

Let me know what you think.  The document follows as the next message.
