New eGroups list for "concatenative languages" (Forth, Joy)

I noticed that there was some level of interest on this group in
concatenative languages, so I started an eGroups for further discussion.
There are some other people interested (who will hopefully subscribe), so
this goes a little beyond the milieu of the Tunes list.
