Metaprogramming Paper

Hello Tunes Project,

   In the paper on Metaprogramming, you mention 
Fielson's paper "The Expresssive Power of Programming 
Languages" (I can't remember the exact title, although
I read before and also I probably mispelled the 
author's name ...he is at Rice U. in Texas).

Anyway, I just came across another paper, which I 
haven't had a chance to read yet, but looks like it
is along the same lines. It is by Neil D. Jones. Here
