Plan notice about the bootstrap

Lee and I have shifted focus recently to getting a C translation system
working for the primitives and other code within Slate, to shorten up the
bootstrap process and allow for more portability at first.

This should provide a platform for writing the run-time support mechanisms
needed for a completely-independent implementation. I'll post updates when
there is something to test out on your own.
