Update to the web site and reference manual

The web site has been updated a little, with a News section that I intend
to fill in shortly, and the latest version of the Reference Manual has
been uploaded there. I'd consider the manual update to be more significant
by far.

Anyway, the bootstrapping process is progressing, as well as the build-out
of the libraries. We'll keep you informed when everything's ready and
provide good reference material for you!
