i18n library for slate

The slate-i18n library has reached usable state. It includes framework for
handling strings and characters in different encodings, and Unicode strings
and characters. Latin1 is also included, but it's actually ASCII and not
tested, more like an example. Almost everything that can be done with
strings and characters with the string library in slate distribution can be
done with Unicode characters and strings. CharacterCollections are not
ported, but they will be. It's not been refined much for standard-compliance
or efficiency, and lacks many features. There is much, repeat, *much* still
to do, and help would be appreciated. See the TODO file included (and
there's much beyond what's listed there that eventually needs to be done).
I'd also like comments and suggestions, especially regarding the overall
organization, naming, and style.

I didn't want to pollute the list with attachments, so the library can be
downloaded from http://ollip.freeshell.org/slate/slate-i18n.tar.gz
