The internationalization is ALL experimental right now. Everything is 
ASCII currently. Once the library is fully-useful, we'll make decisions 
like what internal encodings to use. Chances are the choice will be 
dynamic. External encodings will likely be UTF-8 for obvious 
compatibility reasons.
