could you elaborate?

 do you mean sth like cyc does, that you tell it how a
database is organized/accessed and then it sorts out the rest for itself.

or that a set of data should contain an explicit description of its
structure (grammar/language) so that some program able to read the description
(compilercomplier/parser generator) may generate a translator
(compiler/parser) to another representation (language/grammar)?
