project status

I propose we officially remove Ultima as maintainer because he hasn't done
anything visible for the project and he is not responding to e-mail.  Let
this message serve as notice and if he does not object in a week I suggest
we consider review as having no maintainer and we can open the position
officially for a new one.

Also I'd like to answer a suggestion by Beholder last month to change
TUNES into a discussion forum.  I think we already are a discussion forum,
but we are also a project.  We have members of the project remaining so
the project still exists.  However, maybe instead we should split apart
the two aspects more clearly.  I don't know exactly how; I'm open to
suggestions.
