Attaching darcs patches

This is something that could do with more design documentation
(which presumably would go at <http://slate.tunes.org:8080/wiki/17>,
but that page is empty now).


The patch I posted for Cygwin was only a partial fix -- "make all"
would still fail. The one attached to this mail should allow
building everything on Cygwin. Apparently the problem with libtool
is a known bug, fixed in libtool-devel, so it's sufficient to
point $(LIBTOOL) to the devel version.

If the libtool-devel package is not installed, a warning will be
printed telling the user to install it. The patch also updates the
build instructions in the README to note this dependency.
