Splitting the list

If you think so -- I don't think it's at all heavy traffic.  If you split
it, we'll just all have to subscribe to all the lists.  A pain.  Now, if
it picks up after you add the UniOS list, then perhaps it'll need a split,
and it wouldn't hurt to be prepared.

Perhaps some good dimensions would be:

 - announcements
 - advocacy
 - voting

At the present time I don't see any further subdivisions (and the voting
list is only of 'recieve' interest to a few people).
