tunes-specs list disabled for now

I've disabled posting to the tunes-specs list.  Please use the main
tunes list <tunes@tunes.org> for now for specs discussion.  You can
still subscribe, unsubscribe, and view archives for tunes-specs.  In the
future if specs discussion gets heavier I'll reactivate that list.
